unknown mac addr appears after modem reset

my modem did a spontaneous reset today and when it came back I had a new device:

mac addr = 02:99:99:xx:xx:xx

02:99:99 is not a known vendor code

the lower part was only one digit away from the lower part of the mac address of the router

the ip address was 192.168.0.252

i logged into the modem and saw 252 was a reserved client ip

i called cox. they claimed not to know anything about it

i'm writing to this forum to see if anyone has had a similar experience

    .252 is the address for the usb port on the back of the router. The port was activated with the last firmware update.
