Unable to make or Receive Calls

I am unable to receive or make any calls, I have A dial tone and when I input the phone # to make a call there's dead silence for bout minute or so and goes back to a dial tone,when people call it will ring on their end 2 or three times and go to a busy signal and it does not ring at my home,CAN ANYONE HELP???????????????
