Unable to Access Statefarm.com on Any PC

On any computer in my house including our Mac when trying to access https://www.statefarm.com so I can pay my insurance bill it just times out and won't load.  We have Cox internet service at work and I can access it from there so at least I can pay my bill from work but this is a little annoying, I've been paying it online from that site for years and suddenly now it's inaccessible.  It has nothing to do with my browser or PC settings since it's happening on different PCs and even different operating systems so it has to be something being blocked on Cox side or something.  Any ideas?

    Let's first try clearing the ARp on the modem/router is see if that helps, take about 3 minutes. Please let us know when is a good time?

    Cleared my cache/cookies and still didn't work, tried from another PC I hadn't tried from before and same thing.  One thing I might suggest is changing my external IP address.  reason being is I had a botnet infected Seagate cloud drive for a month that I didn't know about until I got an email from you guys where bitninja reached out to you about it.  I decommissioned that drive and the problem went away but I'm wondering if somehow this is affecting it, like maybe Statefarm has some blacklist with my IP on it so it won't serve pages to me.  Could we possibly change the DHCP address handed to my modem?

    Ran a fiddler trace while trying to access www.statefarm.com and got this final result

    [Fiddler] The connection to 'www.statefarm.com' failed.
    Error: TimedOut (0x274c).
    System.Net.Sockets.SocketException A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 12.197.161.72:80
