Tuning adapter needed for Tivo after digital switch over?

It was my understanding that once Cox switched to all digital, the tuning adapter would no longer be needed since SDV channels will no longer be an issue. Can anyone confirm? A Cox CSR just told me this is not true, which conflicts with previous info I've received from Cox.

    The digital mini-boxes don't handle 2-way communication so all Starter and Essential package channels are non-SDV. Many channels outside of those packages however continue to be delivered via SDV so the tuning adapter would still be necessary to ensure access to all subscribed programming.
