Traffic to Netflix would count towards your monthly data allowance.

Currently, as far as I can tell, Cox has a soft cap of 1 TB (1000 GB) everwhere except one market where it is a hard cap. If I recall correctly, it is in Cleveland Ohio.
I don't agree with Data Caps personally, network connections are billed by bandwidth, typically incoming on Cox. Granted Cox is an order of magnitude different from the businesses I usually work with - so there might possibly be aspects I am unaware of - but they do connect directly to a backbone provider, so peering issues should be minimal. Considering the price per Mbps has been dropping over the years and network hardware has stayed relatively stable in price, the current pricing for residential service does seem rather profitable.
