speed still slow after modem upgrade.

The speeds for premier are supposed to be 150/10.
The highest I've ever seen a speed test reach is 88/10.  usually will get high 70/ lows 80's for download.
Bought a new Arris SB6183 modem which replaced a SB6120 today as i was told my older 6120 can't reach those speeds. Currently getting the same speeds as before.

    Is this effective all devices in the home or just one?

    yes it effects all devices regardless if i am on wifi or ethernet.  also removed the router and plugged the modems ethernet cable straight into 2 different pc's and no speed difference.
