SMTP When out of the country

Why does my email not send when I'm out of the country?  Both my iPhone and my Win10 PC will not send emails via SMTP over SSL.  They both work fine in the states.  When I VPN into the US everything is fine but this is not always acceptable.

Why do you do this?

    Hi,

    The IP address that you're sending from could be considered a source of SPAM. Can you go to whatismyip.com and provide the IP address you're sending from? If you did not want to post the IP to this forum you can email it to us at cox.help@cox.com. I will check the IP address in the SPAM database.
