Slow internet on premier plan

Hello

If I'm supposed to have 150 mbps download speed, why do multiple speed tests show 30 mbps or slower?

I realize the plan is "up to" 150 and not guaranteed. but 30 mbps is a long way from 150. What's the deal?

    And btw, I've done many many speed tests at all different times of the day with a gb ethernet hooked up directly to the modem.
