Slow Download Speeds

Can someone explain the actual versus the claimed internet download speeds. I have been downloading a lot of large files today, both at work and at home, both Cox Internet. The actual file download speeds have ranged consistently between 0.5 and 2.5 mbps. I believe I am paying significant money for speeds in the 50 to 150 mbps range. Any thoughts, or guidance on what I am missing here?

    My first suggestion would be to get some test results and see where we're starting from. I'd suggest signing into your http://www.cox.com account and testing there both with wired and wireless connections.
