Slow downlink but normal uplink

I have Cox Internet Preferred (50MB down/5MB up) and all day I haven't been able to get more than .1-1MB of down, on any device (2 PC's, 1 Mac, 2 iPhone's), but they all are getting 4-5MB up (tested it on 3 different websites), 2 are hardwired to the router, the other 3 are WiFi. Just started about 10AM this morning in Orange County, CA, but before then I noticed it was somewhat slower (but not as bad). Was fine as of 1:30AM same day. I have reset the Netgear modem/router (by unplugging power + through the reset feature via tech support). Have a tech coming out tomorrow. Trying to self-diagnose and fix it myself though. Any tips on what steps to take next?

    I have the same exact issue and it's been going on since Saturday evening/Sunday morning.  I have 150mb service and am getting on average .5 -.6mb down and 1.9-3mb up.

    I talked to the chat support who told me there is a phone and internet outage in my area that is causing the problem.  they could not provide a ticket number or status of the situation but told me I could constantly contact them whenever I wanted a status.

    Looking from this end the modem is reporting poor downstream signal quality. Are there any splitters you can try bypassing and seeing if that helps?

    I checked your connection as well and all seems to be OK up to the modem itself. Can you try that speed test again without the router and see what results you get?
