Settings Notice
Why do I keep getting notices on my computer that my Cox settings are out of date, everything is up to date?

What "Cox settings"? Can you post a screenshot? Could be malware, have you scanned you computer with an antivirus and antimalware like malwarebytes? I would recommend doing so.
