Self Activation kit fee

What is the self activation kit fee? On the website it says its mailed to you, but i never recieved anything and I installed everything myself with my own modem and all. No technician ever came out. I called cox but the rep I got didn't understand what I was talking about.

    Hi, there is an installation fee for pro (a tech is scheduled to come out) or self (no tech needed). For many locations that are already wired for Cox services you can do a self install, however, you are still charged a fee to activate the account. The forums are for customers to discuss technical issues that they have experience with and can help each other.
