Random internet loss "Dynamic Range Window violation"

I recently moved to Paradise Valley, Arizona. I used to live in Tolleson, Arizona, and also had cox using a rented modem and my own router and it worked great. Now I'm using a modem I bought from cox and the same router, but it will randomly lose internet for about a minute. The modem page says "Started Unicast Maintenance Ranging - No Response received" then "Dynamic Range Window violation"

As you can see it happens fairly randomly. I'm guessing this is some sort of issue with the connection from my apartment to cox. Would this be something cox would try to make me pay to fix?
