rain drop, normal signals?

I recently began having connection issues after a slight rain and power outage.  The electricity went out for less than 5 seconds then returned with everything working normally.  About 20 minutes later the modem went offline and has been since 11:00pm last night.  Friends in my city of the same ISP are having no issues with connectivity.

Netgear CG3000Dv2 cable modem/router

-N450-

I reset the modem with no luck and even factory reset with the same issue occurring.   

The modem shows a solid green power light, a flashing blue upstream, infrequent blue blinking on the downstream and a solid green on the internet light.

Any help on this would be great!  As a last resort I could call a tech over but I've had these issues before in a previous area and would like to know why.

Other than this, the internet has performed as advertised with no disconnects or slowdowns at all.
