Problem with my bill

I recently moved into my home and switched from a TV/internet package provided by my apartment complex to just internet; we returned our old equipment and purchased our own modem. Now I'm being charged over 200 for "Equipment Chg/Credits", not to mention being charged 20.00 for not having their "professionals" install it for us. What is this charge that they're putting on my bill.
