preferred 100/10 speeds

I am paying for 100/10 preferred package yet am only receiving 22-26 MBps download speeds.  I am connected through my cox rented Arris TG1682 panoramic wifi modem using a 12' cat 5e Ethernet cable.  My original cox rented modem was not this slow.
