PICTURE QUALITY

When will the picture quality improve across all channels?  For the past few weeks various channels have been experiencing poor resolution.  For example, this morning in San Diego Cinemax (Channel 1224) is pixeling out and NFL Network (Channel 1332) isn’t even available.  Getting tired of paying for a service I’m not receiving.
