Phone/Internet app wont load

I see phone/ internet is connected icons but when I click on one, it just spins and brings me to a page to update in the play store and when I do, it just does it again. I tried uninstalling it and reinstalling it, but that didn't work. Also, it also shows about 10 numbers in red and says I went over my monthly internet usage for that much.  Contacted support but they said they put in a service ticket about 1 week ago, but, nothing has changed.
