phone acting funny

I have digital phone service and can dial out, however, I cannot receive calls. When people call me, the call gets routed to some other guy (who is getting irritated - lol). When I use my cell to call myself, the call rings my phone but when I answer it, it disconnects/hangs up. Very strange. I have no idea what is going on!
