Persistent billing issue

I have had persistent billing issues that have forced me to reduce my cox services.  I have cancelled both Cox phone lines, returned my dvr/contour units and downgraded my tv to the absolute basic services.  My bill is still incorrect and cannot get anyone to resolve this issue. Is there a way to escalate this to get a quicker resolution.
