Paying for Ultimate package but download speed is 1mb, hardwired into router

We have the Ultimate package but our download speed is 1mb and the upload speed is 4mb.

We have been fighting this issue for weeks now. Cox came out and replaced our router but it has not improved speeds.

We need to have this fixed.
