Parental Controls on Internet
I need to know if there is a way that I can put limits on the time of day that the internet can be accessed by my children.

Most gateways and routers have a function called Access Control, some manufacturers may call it by a different name. It allows you to setup a time schedule for each device for internet access. If you need more details, please post the make/model of your gateway or router.
There are also some software solutions if you use a shared computer, but they are relatively trivial to bypass to a skilled person.
