packet loss to modem

I work for Cox and wanted an answer to an ongoing debate. If we get packet loss to modem with router connected, then with router disconnected we do not get packet loss, would this be caused by customers network.

    If you're only getting packet loss with a wireless connection that could mean that you're too far away from the router when you run a packet test. We can only guarantee a good connection and the speeds that you pay for when you're connected to the modem directly. Once that signal goes wireless, we cannot control it.
