Packet loss for GW2

I've been playing Guild Wars 2 for years on Cox internet and it's been fine. Recently however, I've been having a lot of rubber-banding issues so I ran a trace-route and sure enough there's a point where I have 96% packet loss over 3 tests. I'm not sure if this is a cox problem or a guild wars problem. Help!

    What it actually looks like you have going on here is something called ICMP de-prioritization. Note how hops after then one you've pointed out aren't dropping packets which isn't possible if the previous hop is encountering actual loss. Are you seeing any other performance issues with your Internet connection?
