"not-spam" problem

I have repeatedly marked incoming emails as "not spam" but messages from these addresses are still being sent to spam. Why is COX not complying with my identification of these as not spam? Additionally, I continue to get numerous obvious spam messages, such as foreign calls to help recover millions of dollars. Is the message text not being scanned?

    The spam/not-spam feedback loop is actually more of a voting or popularity contest in terms of how reports are handled. In your particular case it seems that we're not receiving enough reports that items that fit the patter you're receiving are not spam or that others are reporting similar items as being spam.
