Not getting promised internet speeds

I have a Cox Rented Modem ( DSA321N) and I am not getting the internet speeds I paid for. I made sure that I have the internet level I need by taking the quiz and it says I'm at the correct level.  What can I do?

    Could you try connecting a PC directly to the modem then pushing the modem's reset button and testing your speeds again?
