Are you using the Cox Connect app or the Cox Contour app?

Connect- which is apparently the wrong one! Didn't know there were different apps.
SO, downloaded "Contour" and can't get in with my regular password. Notice that the site address says: "https://idm.east.cox.net Since I'm on the WEST coast, maybe it's the wrong one?
Will have to wait 30 minutes to try again (too many tries to get in)

Cox Connect is the correct app. (The Contour app doesn't yet have the ability to schedule remote DVR recordings.) I tested this on my own phone this morning, and found a fix for you!
If the TV Listings in the Cox Connect app display "no programming available", click on the Settings menu and choose "Refresh Guide Data." The screen will display "Guide Data Loading...", and it may take several minutes. Once the refresh is complete, the app automatically displays the TV Listings. Give this a try and see if it works for you!

Thanks for the great fix Becky! Now, if I can just get my TV to work right- ARRRRRRRRRGGGGGGGHHHHHHHH!!!!!!! (been screwing up a LOT lately!!!!!)
