Cox Connect is the correct app. (The Contour app doesn't yet have the ability to schedule remote DVR recordings.) I tested this on my own phone this morning, and found a fix for you!
If the TV Listings in the Cox Connect app display "no programming available", click on the Settings menu and choose "Refresh Guide Data." The screen will display "Guide Data Loading...", and it may take several minutes. Once the refresh is complete, the app automatically displays the TV Listings. Give this a try and see if it works for you!
