New DOCSIS 3.0 cable modem, slow and intermittent stoppage

I went to this "latest and greatest" cable modem only to find the Internet was slow, timed out, and aggravating with "unable to connect" to servers on the web. 

I found this website:

According to the Cisco site,
"Performance Restricted by DOCSIS Configuration File

The first piece of information that needs to be gathered when troubleshooting slow cable modem performance is the prescribed class of service throughput limitations of the cable modem. When a cable modem comes online, it downloads a DOCSIS configuration file that contains operational limits for the cable modem, including the maximum upload and download rates. Under normal circumstances, the cable modem is not allowed to exceed these rates."

So, does anyone know what Cox DOCSIS configuration file is download that ruins the performance of a modem?  Also, how should one tweak this configuration file to get one's performance back?

    I've been having the same issue. I have no idea what to do. Ive had 6 techs out and none have fixed the issue. I had one that told me to get a new modem and router but Its not something I should have to do.
