Low Upload speeds.

basically through exhaustive testing on multiple computers routers and switchs i still only receive 6-9mbps upload on testmy.net and real uploads to youtube google cloud and dropbox. My download speeds are fine, Called tier 2 support ans said its likely a issue with my sb6190 since all signal reading good and speedtest to cox and speedtest.net are fine and requested i try a new modem.

If you're specifically trying to troubleshoot streaming video performance issues there is an unusual latency issue with the 6190 and other modems that use the same chipset currently being investigated. Some users have reported that switching to a different modem such as the 6183 for example can help however your mileage may vary.

I bought this modem to resolve the issue initially had the same issues with my 2 other cisco modems this modem initially resolved the issue for 4 months or so. Also it does not seem to be just a issue with streaming but a bandwidth issue overall over 7-9mbps . this year ive had 3 modems and now im about to buy a 4th?

This is traffic i captured when streaming over 6000kbps looks like a bandwidth wall to me... 6-9 mbps with a avg 6 on multiple programs, ports firewalls nats computers routers and switches I get the same consistent results. Can you provide Vendor documentation on the issue?

I contacted arris they are not aware of any known issue that would effect my upload speeds only. They did confirm that my upstream powerlevels were out of spec and should be 40-45 range and suggested i contact cox support to have it adjusted.

It is the power level problem (too low, supposed to be 40-50)

Low upstream  power is not the issue.  My upstream power levels are 37.93 average right now, with a +3 db attenuator (meaning it's actually 34.93) and my upload speeds are not affected.

Cox Tier 2 support has told me the following ranges are "in spec" for Cox:

    Downstream power: -12 to +15
    Downstream SNR: 32 - 50
    Upstream power: 30 - 53
    Upstream SNR: 32 - 50
One thing I notice however is your upstream symbol rate and frequency - these are much different than mine.  While that may not actually mean much in the actual values, its worth noting your modem uses different channels.  This could something that is expected with a SB6190.  I have SB6183 and my upstream values are as follows:

Also that +3db attenuator is why your upload is working? The Manufacture said below 35 is poor on there product. If you have time would you kind removing your attenuator and retest upload speed using the link above?

I spoke to cox tier 2 and they agreed that the signal specifically on my upstream was below standard and a tech is due to come out friday. I verified that i can use a attenuator if needed too , so thats plan b. My local friends have all reported above 35 upstream and have not noticed issues it could be because i live on a dead end road with 4 Schools within a mile

just realized my original pictures show  my upstream over 35 haha. for the record it was 34 yesterday.

Given your downstream power levels are nearly nominal, you may benefit from a return-step attenuator.  These generally make your upstream power higher (by making the cable modem shout louder) while having minimal impact on the downstream power level.

The bad news is they are very hard to acquire.  Here is a link to the manufacturer's website: https://www.arcomdigital.com/filters-return-step-attenuators/

As for my speeds, they are not affected with or without the attenuator.  I use it to make my signals look pretty and gain a small improvement in the SNR (due to the magic of attenuation).  This is the one I use: https://www.amazon.com/In-Line-Attenuator-3-dB-1/dp/B0002ZPIUU/

Looks like it's fixed.  Did Cox support reprovision your modem?
