Low speeds

I have had Cox Ultimate for a few months now, my area was eligible for the 300Mb/s download rate and up until now, that is what I have been getting. However recently I got very close to my data cap (which I didn't even known existed until recently.) Anyway, the usage meter was under maintenance when my data was supposed to roll over to the next month, however it didn't for a couple of days, showing that I was about 100gb over. For the last week and a half or so however I have been getting 50-80 Mb/s. 

Now, I have read a lot online about Cox unfairly throttling connections, I don't know if that is exactly what is going on here, but I am almost positive its nothing on my end.

I have tried resetting my modem multiple times, I have switched IP addresses on my system (Despite the fact that it's slow for everyone in my house, not just myself, thought it was worth a shot). Any help that can be provided would be appreciated.

EDIT: Ethernet connection (either CAT 5e or 6, either way, that isn't the issue, there also isn't an issue with the cable itself.)

    We don't do any sort of throttling so there's nothing to worry about there. I did make a configuration change to the modem which should solve one problem I saw however I do also see that only one of your wired connection currently is showing a gigabit link speed. I'd try testing your speeds again with that device and see what results you get.

    I did see what appears to be a Netgear router connected to the Arris gateway. Note that this can cause performance problems too as how a home network should only have 1 router. Can you try testing without the Netgear and see if it is any better?

    I had the same thought when a family member set it up, supposedly he set it up to put blocks and filters on the network to keep people from accessing certain sites, which is insane to begin with, but I digress. I can try that I suppose, however like I said, nothing has changed with our setup since the service was installed and we had been getting the correct speeds.

    UPDATE: From what I am told from a family member the other router is simply being used as a network adapter, it hasn't actually been configured to do anything on the network in the form of routing or otherwise.

    Also, I switched some cables around on the modem, two of the ports are slow, one of them is only putting out about 30Mb/s. The other is putting out the same 70Mb/s. The other two ports however are both getting normal speeds (180-220Mb/s on both) which still isnt 300, but I don't expect to hit 300 often. Is it possible ports on the router are bad?
