My webmail is blocked. Cant access When do I get this resolved

How is your webmail being blocked? Can you sign on with your userid / password? Is incoming mail not making it to your inbox? Can you send mail? You may get help getting it resolved when you post some details as to what is happening other than "blocked". Thanks.
