Internet speed not as advertised

For the past week I've been getting a constant 30/8 on my down and up speeds.  I have preferred which I believe is 50/10.  I used multiple speed tests, including the one here, and it shows the same results.  Now that I think about it, my speeds have always been 30/8 since the beginning, which would upset me greatly.  I spoke with someone earlier and they said they would "send a signal my way" which didnt change anything at all.  Help would be appreciated.
