Internet relocation

Question: I recently moved to an apartment which appeared to have already been set up with what i needed to just plug my existing modem in and go. When i plugged and set everything up everything worked just fine with the exception of some slow internet speeds and connection problems here and there. I never contacted cox to advise. Could this be the reason why? I thought everything was just fine since I was able to plug in and get service.
