How is data tracked?

You're constantly sending ARP packets that I end up receiving.  Does this count against my data cap?  If so, how can you charge me for something I'm not even initiating?

    The data allowances take into account typical usage combined with typical overhead traffic. ARP packets are part of the IP to physical address translation process which is how traffic is routed to a particular piece of equipment.
