High latency and dramatic speed fluctuation.

I just got cox Internet service, its only the Cox Internet Starter package, but its within my price range.

Since the first day I tried to get it setup I have been having nothing but issues and am reaching out to the forums because phone support has been very unhelpful. I opted for the self-installation option because its only $20, and I had a friend who is certified network tech offer to set it up. Yay!

-= Activation issues… =-
When I got to the apartment to setup the internet service I connected the modem to the Cox coaxial port and tried to go online to activate the service per the Self-Installation instructions. The website kept saying modem not found when I tried to input my modem information. I then proceeded to get help via the online support, took about 30 minutes, the lady first said my modem wasn’t approved and argued with me about the modem even when I pointed out that the modem was on the approved equipment link on the exact link she sent me, then once she conceded she got the modem information from me, said it was good and when I said the internet wasn’t working she sent me a link on “how to find lost wifi password” and disconnected the chat. This time I called the customer support and was told by the tech on the phone that the previous tech didn’t activate the service properly he then fixed it and activated the service. Restarted the modem and wala, got internet.

-= Internet Issues=-
Ever since my internet first got activated it has been constantly fluctuation to the point watching anything stream or ANY online gaming is impossible. Most online games are well over 200ms ping with 350rtt. Did some troubleshooting with my friend and an online support tech, who claimed there is absolutely nothing wrong on their side of the connection even though at 2AM EST, I have speed test results from a dozen different websites with results ranging from [0mbp/s download, 1mbp/s upload and 1800ping |speedtest.net] to [3mbp/s download, 0mbp/s, 180ping | cox speedtest] and to troubleshoot the issue they have to send a technician out and bill me. This is unacceptable.

-= Local Troublshooting steps =-
I have been through every troubleshooting step I can think of any NOTHING seems to help; some things I have tried include
• Verifying the head of the coaxial cable is clean
• Using all new cables
• Resetting TCP/IP settings on PC
• Resetting modem & Router
• Updating Modem & Router
• Restarting computer
• Connecting computer directly to modem
• Changing power outlets for modem and router

-= My Modem =-
I have the Netgear CM500-1AZNAS, which is an official COX approved modem and is certified for up to the ultimate package. At this point this IS an issue on the COX side, either with the cable running in the wall, or the switch I am connected to is severely oversubscribed, either way, I should not have to pay someone to come fix this.
