Game rtt and packet loss

I've been having problems across all Blizzard games. I get major rubberbanding and packet loss. My ps4 version of Overwatch runs just fine. It has something to do with a hop somewhere in Dallas. I've tried contacting Blizzard about it and they tried to fixed it, but they said I'll have to contact Cox. Please help me fix this, as Cox has been nothing but terrible the entire time I've been with them.

    Nothing obvious stand out when I look at the results and the connection status from our end. Was there anything in particular they wanted us to look at when you were troubleshooting with them?

    Here's a tracert I did on my laptop, using the same internet connection as my desktop. The laptop runs my games perfectly fine, I don't know what the problem is.

    If it's fine on the laptop that might suggest there is a software or equipment issue with the other PC that needs to be addressed. Blizzard support may be able to help you try a few things and try to isolate the problem further.
