Error M.3.1.4 and service unavailable on two channels

Two channels alternately give me the above error box and no picture or the picture & sound are broken up. Called three time and still no solution. Told to wait a couple of days weeks ago. Any known solutions?

    On what model cable receiver is this happening? What are the names and numbers of the two channels?

    It's on a mini box and its ch 47 msnbc and ch 19 qvc
