emails being returned due to permanent fatal error

Recently, I've had a number of emails sent to Cox.net email address returned due to permanent fatal errors.   The email that notifies me of the return says states :

(reason: 554 fed1rmimpi310.cox.net cox 216.200.145.35 blocked.  Error Code: CXBL - Refer )

This just happened again when I tried to send an email from work to my Cox.net address.  I know my Cox.net address is good because I've received emails to that address before and after the reject.  
Why is this happening and how do we fix it?

    The CXBL error reads: "The sending IP address has been blocked by Cox due to exhibiting spam-like behavior"  Your company network admin would have to submit this form to Cox to unblock their address.  Are there any other sites, besides your company, that you know are being blocked?
