Email access from overseas

In 2016 when I was on vacation in Europe, the only way to send and receive email was using a POP configuration (Thunderbird).

In 2017, this got WORSE.  While I could receive email using a POP configuration, no messages could be successfully sent.

So I wonder if this very serious problem has been resolved.
