Download speeds <1Mbps but upload ok at 4 Mbps

For the past week I've been having horrible download speeds which seem to have started when there was an outage nearby due to a storm.  I'm in the Fairfax/Northern VA area.  Reseting the modem has not helped and neither has going directly from the modem to the PC.  Consistant download speeds the past week in the range of 850 kbps Please assist.

    That's not good, you received 850 Kbps download on a wired speed test? Do you have any splitters or amplifiers connected to the outlet? We'll need to check for signal issues to the modem, can you email the account information to cox.help@cox.com? Thanks!
