does cox webmail restrict access to some countries?

I have been getting "undeliverable" errors rejecting my emails to Germany. From the other house which uses Verizon the identical message and address goes right through. Is there some restriction that can be adjusted? All of the other cox internet and email services on my Mac continue to work OK as before. Please let me know. Thanks, Roger

    {Continuing from above} . ...and sending/clicking a reply to the cox "undeliverable" address in the notification: postmaster@cox.net

    This gives an 'undeliverable' error too .  not sure what to do . any ideas?  Thanks, Roger

    Thanks for your post! We're happy to help. Take another look at the email from postmaster@cox.net. There should be a message that actually explains why the email was blocked. There may also be an error number. Please provide that text so we can further investigate this for you.
