Data Caps on Cox HotSpots

I can't find anything on this.  Cox website does not state anything about this.

I usually use my phone to connect to Cox HotSpots, because, why not, it comes with the package.

But it does not state anything about whether or not it counts against your data cap.

Can anyone clarify whether or not this is the case?

    Using the Cox HotSpots will not add to your data cap at all. We only measure data usage through the modem in your home.
