Cox blocking legitimate site

The above site is legitimate (as reported by Norton Safe Web - https://safeweb.norton.com/report/show?url=downdown.uphero.com). Yet when trying to access it, Cox blocks it and I get this error message from Cox,

Understand I am trying to access this site through my browser's address bar. This has NOTHING at all to do with any email and I did not follow any link in any email to get there.

I live in Omaha, Nebraska. Both a neighbor with Cox and a friend in Cleveland, Ohio with Cox got the same error. So it is not my computer, not my router, not my firewall, and not my modem as Cox tech support keeps trying to suggest. Because I do not want to deal with tech support wanting me to reset my modem, flush my DNS, or clear my cookies when the problem is clearly on your end, I am hoping writing here will help resolve this problem.

Note I was able to access that site a few days ago just fine. And there are no problems accessing any other site. So it seems Cox has that site blacklisted erroneously.

    Well, I am not using 000webhost. It is not my site I am trying to access. It is another user's site on a different forum who posted images of a CPU. A few days ago I was able to view those images but cannot now. If this is the same situation as seen in your link, I think it is really sad Cox has decided to blanket block these sites just because some users have abused them. That's just being lazy and presumptuous on their part. And again, this has nothing to do phishing. No emails were involved. *** And BTW, I got no email notification of your reply even though I had that box checked. :( I just decided to check and saw your reply.

    If you have a means of contacting the admin of the site in question I'd reach out and inform them of the situation. They may be able to bring the issue to the attention of the webhost to get the security problem corrected.
