Copy Protection is NOT "passed" to any provider "by the broadcaster" There is no Copy Protection flag in the actual stream Cox receives from any network.
Copy Protection is set or applied, by Cox, at the local cable plant level, and occasional it gets set incorrectly. Cox also, is NOT consistent with it's application of Copy Protection nationwide, many Cox markets set Copy Protection on all networks except the Locals. However, there are several Cox markets that do NOT set Copy Protection on anything except Premium movie channels.
So to use the explanation that, Copy Protection is set as "per our agreements with each network" would require that each market is negotiating a separate and individual agreements with every network for one market only. I highly doubt this is the case, I would expect all cable network contract negotiations and agreements are being made by Cox Corporate for Cox as a whole, not individual markets. The fact that Cox does black-out certain networks and/or broadcast corporation's affiliates nationally during a contract dispute, is evidence that negotiated agreements are national and not local.
