Charging for Ondemand episodes

Why do some series have a charge for each episodes when these series are on networks included in my service? Specifically Mr. Robot. When I went on to the demand section and launched an episode, it has a charge for every episode. I checked other USA series on demand and didn't see that they charge for them. What is the difference and how can I tell if a series will be a charge or not?

    I double checked with USA online and it looks like this series is only available from Amazon Prime. It could be something set up by USA Network. Cox Communication doesn't create any programming. We simply re-broadcast what is given to us, when it's given to us. I apologize for any inconvenience this has caused.

    that funny since the episodes are on the cox ondemand app on TiVo included with cox subscription.
