Can't pay bill online

So I set up my internet service at the end of May and my bill is due tomorrow (not even getting into why my bill is due on the 17th when I set up service on the 28th of May, not even a whole month wtf is with that???) and I've been trying to pay online for hours. However whenever I go to pay it online it just loads eternally and eventually coughs up a page that says Cox can't find that page. It's the same on any of links that might lead to there even in a roundabout way, "pay bill," "my account," links from my email, etc all lead to the "Oops! We can't find that page" garbage. Phone is my last resort (especially since Cox says there's a 10 dollar charge to pay through a customer service rep) but I'd really rather just click a couple links online and pay my bill. This is getting absurd, it's 2016 and I don't have any trouble with literally any other bills being paid online.

    It seems we currently have an outage open for this issue you're seeing, I apologize for any inconvenience.  To speak to your other issue we bill services a month in advance.  With that in mind your first statement generated the evening your services were installed with the due date shown.  Your billing cycle will start on roughly your install date each month with a little variance due to months having different numbers of days.

    The page delivered in the picture above shows lack of ability to write HTML and manage servers.

    The top of the page says OOPS! We can't find that page. That is a 404 error

    The bottom of the page shows a 503 error

    503 Service UnavailableThe server is currently unavailable (because it is overloaded or down for maintenance).

    How can a customer figure out what is happening if Cox throws out bad info in their web pages?
