Calling From My Laptop Via WiFi
Other than having a microphone and speaker system on my laptop, what do I need to do in order to call back someone who has left me a voicemail on my home phone?

Currently this type of capability does not exist with your phone service. You can retrieve voice mail recordings via our service portal but our phone service isn't VOIP so calling from a PC is not available.
As Chris said, you can't use Cox phone service with a computer but .... you can use a VoIP service like Google Hangouts with a Google Voice number to make calls.
