call blocking

Hello!  Please let me know if and how I can use my call history to block certain callers.  I haven't been able to do so as this option is dimmed or not available.  Please let me know if there is anyway to do this. my connection is through a disabled person's discounted line.  Your assistance and reply will ne appreciated!

    YOu can pay for this feature from Cox.  BUt it only lets you block 30 numbers and none of them can be UNKNOWN, Unavailable, or toll free (800,877)
