Average of 15% packet loss

My internet started slowing down and hiccuping yesterday, causing me to disconnect from games. I also couldn't connect to google services as I would time out. I tried restarting my modem and router, only fixed the google services so I wouldn't time out. Used google to get some info and decided to check my packet loss. According to pingplotter, I have an average of 15% packet loss. I know nothing about internet tech problems, so is there a way for it to be fixed?
