Advanced TV required for Cablecard?

I am a Cox customer in Santa Barbara and have had a cablecard for years.  I downgraded my service today to TV Starter and my service stopped working.  After a couple of calls, I was told I needed to add Advanced TV to my package in order to use the cablecard. This doesn't sound right and I wanted to verify.  Please let me know if this is true.  Thanks.
